|reason=Almost every character has zero ranks in at least one class skill. What that indicates is that they're not going to use that skill anyway. This flaw just allows someone to select a skill they would never use and continue never using it, imposing a penalty on a skill that would never have likely seen play in the first place - in the meantime, they get a free feat. Needs to have a more imposing effect in order to make sense.
