Wizards and armor rarely mix. The weight bears them down, the stiffness foils the details of their somatic components, and shields throw them off balance. Mithril and magical enhancements helps, but upon casting this spell it feels like you're wearing nothing as all.
Your arcane spell failure chance is reduced by 5%, and by an additional 5% every 3 caster levels (to a maximum of 30% at 18th). It has no effect on armor check penalty, speed, and does not grant proficiency.
