Balance[edit]

I believe this is very balanced... if anything it's damage could be buffed (based on spell level) and still be balanced.

I actually thought of that. It would instantly deal 1 damage and difficult terrain for 1 round. The damage is low enough where it avoids mass genocide, while just enraging everyone.
Not sure how I feel about heightening it though. Though, I suppose, by the time you're high enough level to deal 5+ damage, you start getting into things that threaten cities anyway (Control Weather specifically).

"any area effect spell," to "any spell that inflicts damage, negative levels, or ability damage in an area of effect" to prevent stupidity. Fluffykittens (talk) 10:48, 27 January 2016 (UTC)
