This powerful spell summons a massive storm complete with driving winds and pouring rainfall. Rain accumulates in the area of effect, extinguishing all flames (even those magical in origin if they have a lower caster level than yours) and negating the activation of any fire effects that would normally be quenched. The high winds and driving rain make flight impossible; flying creatures inside are pushed towards the ground. Creatures within the area of effect have their movement and vision hindered as though by a ''[[SRD:Solid Fog|solid fog]]'' spell. The wind makes also nullifies any attacks made with ranged weapons or gaseous effects, and disperses any previously existing gas effects within.
